The goals of Hagerstown's Smart Growth A&E District Program
are to attract artists and Art and Entertainment enterprises to the A&E District in Downtown Hagerstown.
How to Qualify
- Register with the managing entity of the A&E District
- For business entities, be defined by the NAIC as either code 71: Arts, Entertainment & Recreation or Code 72: Accommodations & Food Service and approved by the Department of the State Comptroller
- State Department of Assessments and Taxation approval necessary on rehabbed spaces
- To be eligible for City tax credits and financing, improvements to real property must comply with relevant codes and ordinances, including Historic District Commission requirements
