Code Flexibility For Rehabilitation of Existing Buildings
The Existing Building Code (IEBC) has been in effect since 2002 and was developed specifically to aid in the renovation of existing buildings. Historically, renovations were designed by architects using the Maryland State Building Code (MSBC) which is the same code used for the construction of new buildings. Unfortunately, design professionals have been reluctant to use the IEBC, mostly because of their lack of familiarity with its format.
The Department of Engineering and Code Administration staff compared the requirements applicable to each of the two code standards. In conducting that comparison, it was determined that many code requirements applicable to MSBC are not applicable when the IEBC is used. Examples are:
- Acceptance of existing stairs not in compliance with current standards for tread size and riser height
- Narrow corridors, if existing
- Narrow door widths, if existing
- Non-fire-rated corridor walls, if existing
- Increased dead-end corridor length
- Acceptance of existing heating, air-conditioning, and ventilation, if operable
Code Administration staff will provide information and training for design professionals in the use of the IEBC. Staff will review submitted plans which are within the legal scope of the IEBC per the IEBC as adopted by the State of Maryland.
