Development Fee Free Zone
The labor involved in the renovation of existing buildings and the demolition of existing buildings to make way for new construction adds significant costs to a development project. In an effort to reduce this burden, staff recommends the development of a Fee Free Zone in the targeted area.
As such, building, plumbing, electrical, mechanical, plan review, occupancy, and zoning fees would be waived on approved development projects. Staff will develop criteria for review and approval of submitted projects.
Initially, the City may forego approximately $19,000 annually in related fees. However, it should be noted that the increase in accessible base after the tax abatement period for approved projects as well as the ancillary benefits caused by re-use and investment will far outweigh this forgiven revenue. Staff believe that any increase in development brought about by this incentive would be managed with existing staff.
