Bruce Zimmerman

BRUCE J. ZIMMERMAN, City Administrator has served as Hagerstown's City Administrator for the
past 15 years, following his appointment by the Mayor and Council in June, 1994. In this position
he is responsible for the administration of the daily operations of a full service Home Rule
municipal government, operating under the Council-Manager form of Government.

Mr. Zimmerman holds a B.S. degree in Urban Studies from the School of Public and Environmental Affairs at Indiana University, in Bloomington, Indiana, where he graduated in May, 1977. He received his Master's degree
in public Administration in December 1980, from the Maxwell School of Citizenship and Public Affairs at Syracuse
University in Syracuse, New York.

Prior to serving in Hagerstown, Mr. Zimmerman worked for the City of Evanston, Illinois, where he first began as that
City's Budget Officer in 1981. At the time of his departure for Hagerstown in 1994, he was serving as Assistant City Manager for Evanston. During many of his 13 years in Evanston, Mr. Zimmerman was directly responsible for preparing
and managing that City's budget.

Mr. Zimmerman has 28 years of experience working for two Home Rule Council-Manager municipal governments,
providing a full range of operations and capital improvement programs for their communities. He has been a member of
the International City/County Management Association since 1981, and a member of the Maryland City/County
Management Association since 1994.

Jill Estavillo

Jill Estavillo is the Economic Development Manager for the City of Hagerstown. Ms. Estavillo
joined the City of Hagerstown in May, 2011. She is responsible for conducting the City's economic development programs, including the development and implementation of Hagerstown's strategic
plan for city-wide development and growth. In addition, Ms. Estavillo is responsible for recruitment
of new businesses, recruitment and facilitation of annexations, implementation of business
retention and expansion plans, assistance with economic development related marketing and promotion efforts, and creation of incentive programs.

Ms. Estavillo has more than 20 years of experience in economic development and downtown management. She comes to
the City of Hagerstown having most recently served as the Vice President of Marketing, Membership Services and
Meetings for the International Economic Development Council (IEDC). She has also held various positions with the International Downtown Association (IDA).

Ms. Estavillo professional experience includes launching the Georgetown Partnership, a business improvement district; starting the Flexcar carsharing service through a public-private partnership with the Washington Metropolitan Area
Transit Authority; managing a special events, marketing and public space maintenance program for downtown Corning,
NY; and providing public relations support for Alfred Technology Resources, a business incubator project.

Ms. Estavillo received a Bachelors of Science in Journalism from the E. W. Scripps School of Journalism at Ohio
University.

Christy Blake

Christy Blake serves as the Downtown Business Recruitment & Retention Manager. Prior to
coming to Hagerstown, Ms. Blake worked in Business Development for the Fairfax County Economic Development Authority (Virginia), focusing her attention primarily on retention of technology firms
in the County of Fairfax. Additionally, Ms. Blake served in various capacities at the Alexandria Economic Development Partnership (Virginia) including community outreach to local volunteer
based merchant groups, as well as performing research and analysis of local economic indicators.
Ms. Blake has her Bachelor of Social Work from Augsburg College in Minneapolis, Minnesota and a Master of Urban and Regional Planning from VA Tech.

Sarah Johnson

Sarah Johnson serves as a Staff Assistant to the Department of Community and Economic Development. Ms. Johnson joined the City in April, 2011. She is responsible for various aspects of program support, research and administration. Prior to coming to Hagerstown she worked for a local non-profit development agency in Port-au-Prince, Haiti. Ms. Johnson has her Bachelors degree in Communicative Disorders Sciences from the University at Buffalo and a Masters of Arts in International Development from Eastern University.
