The Mayor and City Council of Hagerstown recently approved Partners in Economic Progress (PEP). Partners in Economic Progress is an incentive program that has been created by the City of Hagerstown staff to entice developers to partner with the City of Hagerstown in revitalizing the City Center of its municipality. The program includes incentives for taxes, parking, redevelopment and more.
